About Us Pasco Alliance for Community Associations (PACA) was created in April 2007 to help Community Development Districts (CDDs), Homeowner Associations (HOAs), and Condominium Associations (CAs) with internal and external problems by having a synergistic effect. --- By internal problems, we mean issues involving the management of the organization such as collecting assessments, enforcing deed restrictions, processing architectural changes, working with the property manager, establishing a web site, etc. To provide the internal help to the members, PACA's Membership Services Committee works closely with the members to identify programs that address their needs. --- By external problems, we mean issues that would involve the county, state, or federal governments such as improving roads outside the community, installation of traffic signals, making zoning changes, determining locations of US Post Offices, etc. To provide the external help, PACA schedules guest speakers from county, state and federal governments to address issues such as the ones mentioned and then works the issues that the members select. By having guest speakers such as county commissioners, State Senators and Representatives, and US Congressional Representatives, PACA can get to know them, and they get to know PACA. It is a tremendous help to have this relationship established prior to working an issue. PACA has four classes of membership. There are three Class A memberships and one Class B. --- Class A-1 is for resident controlled CDD, HOA, and CA Boards. For example, Seven Oaks has resident controlled CDD and HOA Boards. Each of them have joined PACA. Seven Oaks has several communities that belong to the HOA but also have an HOA board to govern the maintenance free aspect of their neighborhood. Some of these neighborhood HOA Boards in Seven Oaks have also joined PACA. --- Class A-2 is for communities like Quail Hollow that does not have a CDD, HOA, or CA. For these types of communities, they can form a residents council that can join. --- Class A-3 is for communities who have a developer controlled Board. For example, Connerton's CDD and HOA Boards are developer controlled. Since developer controlled Boards can not join PACA, the Residents Council at Connerton is eligible to join PACA and has done so. When the CDD and HOA Boards at Connerton become resident controlled, they will be eligible to join PACA, and the Resident Council will no longer be eligible for PACA membership. --- Class B is for individuals who are not on the CDD, HOA, or CA Boards.
